The Temporary Foreign Workers (TFW) program was created to fulfill a clear and simple purpose : to hire foreign workers on a temporary basis to fill immediate skills and labour shortages, when Canadian citizens and permanent residents are not available to do the job.
Unfortunately, under Harper's government, the program was poorly managed. Although the unemployment rate rose since the Conservatives came to power, the number of TFWs admitted to Canada went up from 200,000 to 340,000. The government is letting many companies use the TFW program even though many Canadians are looking for work.
The best example is the one concerning canadian pilots, who, in certain cases, either lost their job or were forced to work overseas due to the massive hiring of temporary foreign pilots. All of this to simply avoid paying for refresher training for our pilots to fly different aircraft.
While the Temporary Foreign Workers program had a useful initial purpose, which is to provide temporary workforce when needed, its poor management by the government turned it into a savings tool for employers – and it's hurting canadian workers. The recent changes that were announced are very superficial, and they rely on the good faith of canadien employers.
